VDOT ROADS
1) Josh Dunlap, Assistant Residency Administrator, discussed the VDOT status report of January 22, 2018.
The Board accepted the report as information.
2) John Wilkinson, Director of Community Development, discussed a street addition for Windward Pointe Section 4.
The Board authorized placing on January 24, 2018, regular meeting Consent Agenda.
ECONOMIC DEVELOPMENT
1) Amanda Glover, Director of Economic Development, discussed the Economic Development monthly report of December, 2017.
The Board accepted the monthly report as information.
2) Carrie Chenery discussed the Shenandoah Valley Partnership.
The Board accepted the report as information.
FIRE AND RESCUE
Carson Holloway, Fire Chief, discussed the Fire and Rescue monthly report of December, 2017.
The Board accepted the monthly report as information.
NARROWBANDING UPDATE
Donna Good, Director of ECC, gave an update on narrowbanding.
The Board accepted the report as information.
QUARTERLY FINANCIAL REPORT
Misty Cook, Director of Finance, presented the Board with the Quarterly Financial Report.
The Board accepted the report as information.
INFRASTRUCTURE ACCOUNT STATUS
Ms. Cook discussed the additions and deletions to Infrastructure and Recreation Capital Accounts.
The Board accepted the report as information.
MILL PLACE ZONING
1) Leslie Tate, Planner, gave an update on the Mill Place Zoning project.
The Board accepted the report as information.
2) Discuss funding to update covenants in Mill Place Commerce Park.
The Board authorized placing on January 24, 2018, regular meeting agenda.
FLOOD CONTROL DAMS
Jennifer Whetzel, Deputy County Administrator, discussed the following:
1) South River watershed closeout.
2) Lower North River watershed closeout.
The Board authorized placing on January 24, 2018, regular meeting Consent Agenda.
3) Hearthstone Dam Project update and the agreement extension.
The Board authorized placing on January 24, 2018, regular meeting agenda.
ORDINANCE REVIEW
Leslie Tate discussed the Ordinance Review Committee’s recommendation to advertise a Solar Ordinance for public hearing.
The Board authorized advertising the Solar Ordinance for public hearing.
PLANNING COMMISSION/PUBLIC HEARING
Ms. Tate discussed a request to add the Public Use Overlay zoning designation with proffer to approximately .065 of an acre owned by Stuarts Draft Town Center, LLC located directly northeast of the intersection of Draft Avenue (Rt. 608) and Wayne Avenue (Rt. 639) in Stuarts Draft in the South River District.
The Board authorized placing on January 24, 2018, regular meeting agenda.
WAIVERS/ VARIANCES – NONE
MATTERS TO BE PRESENTED BY THE BOARD
Mr. Shull requested a letter be drafted to Mr. Zipzer in regards to the Walnut Hills Campground issue.
MATTERS TO BE PRESENTED BY STAFF
Mr. Fitzgerald discussed the following:
1) VACo County Government day is February 8.
2) Wireless resolution to be placed on January 24, 2018 regular agenda.
3) Dominion Pipeline Tree clearing approved last Friday began today.
CLOSED SESSION
On motion of Ms. Bragg, seconded by Mr. Shull, the Board went into closed session pursuant to:
(1) the real property exemption under Virginia Code § 2.2-3711(A)(3) [discussion of the acquisition for a public purpose, or disposition, of real property]:
a) Augusta County Courthouse (2) the economic development exemption under Virginia Code § 2.2-
3711(A)(5)
[discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of its interest in locating or expanding its facilities in the county]:
a) Proposed Office space, flex space, storage facilities, manufacturing facilities, utility and mixed use development (3) the legal counsel exemption under Virginia Code § 2.2-3711(A)(7) [consultation with legal counsel and briefings by staff members or consultants pertaining to actual or probable litigation, and consultation with legal counsel regarding specific legal matters requiring the provision of legal advice by such counsel, as permitted under subsection (A) (7)]:
a) Augusta County Courthouse On motion of Ms. Bragg, seconded by Mr. Shull, the Board came out of Closed Session.
Vote was as follows: Yeas: Bragg, Garber, Shull, Coleman, Kelley, and Carter Nays: None
Absent: Pattie
Motion carried
ADJOURNMENT
There being no other business to come before the Board, Ms. Bragg moved, seconded by Mr. Shull, the Board adjourned subject to call of the Chairman.
