VIRGINIA: At a special meeting of the Augusta County Board of Supervisors held on Monday, January 22, 2018, at 10:00 a.m., at the Government Center, Verona, Virginia, and in the 242nd year of the Commonwealth….
Chairman Garber called the meeting to order.
The Board reviewed the minutes from January 23, 2017 Priority meeting and noted projects completed and projects still underway.
MAGISTERIAL DISTRICT PRIORITIES – 2018
WAYNE:
1. Non County responsibility and Customer service documentation (streetlight example) 2. Paving at Birchwood 3. Drainage on Windsor Drive 4. Trail at Murphy Deming-agreement, Parking, bathrooms, benches 5. Speeding on Windsor Drive-$200.00 fine approval 6. Round-A-Bout at Woodrow Wilson Complex 7. Hugh K. Cassel-playground/grant 8. Wilson Memorial High School concession stand improvements 9. Preston L. Yancey-model replication County wide as needed
BEVERLEY MANOR:
1. Walking trail at Mill Place 2. Economic Development-existing inventory sold 3. Shared use path vs sidewalk-Stuarts Draft 4. Panhandling 5. Speeding in subdivisions a. VDOT signage b. Additional radar coverage 6. Fire and Rescue hydrant marking (identification)/testing 7. Dupont grants-Friends of Middle River-River access behind Accutec

COUNTYWIDE ISSUES
Board members presented their thoughts on countywide issues. The following issues were presented:
1. Career and Technical Education Strategic Plan 2. Workforce Development-grant needs 3. Legislative Priorities-fair taxation 4. Woodrow Wilson Complex-Small Area Study 5. Board relations/public relations 6. Courthouse roof 7. Property Committee priority projects 8. Pipeline 9. Shared Services a. Augusta County Service Authority b. Contract out-review 10. Regional Governance-Beyond Staunton and Waynesboro 11. Fire and Rescue 12. Courthouse 13. 911 14. Vehicle maintenance facility 15. Economic Development-work with ACSA, future planning 16. Panhandling-How can we handle?
17. Pipeline challenges 18. Solar Ordinance-Comp Plan 19. Broadband-execute order to increase in rural areas, review possibilities 20. Economic Development a. Industry recruitment b. DEPARTMENT HEAD PRIORITIES
1. Needs assessment-Office on Youth 2. End user training-cyber security 3. Finalize/direction on Fire and Rescue Strategic Plan 4. Complete Phase I water meter installation 5. Better collection rate 6. Financial software replacement project/committee 7. Natural Chimneys pool renovations, capital funding at the park 8. Policy and Procedures-Human Resource/Administration 9. Maintenance-improve working relations 10. Sell Ladd Elementary 11. Infrastructure need/plan for County buildings 12. Community Development software/Building Inspection, Planning 13. Wrap up zoning case.
DEPARTMENT HEAD PRIORITIES
14. Move 4-H Tech from part-time to full-time 15. Improve site readiness at key industrial sites (not County properties) 16. Fully implement data collection/mobile apps on new state system-Department of Social Services 17. Finish two Real Estate cases Mr. Fitzgerald thanked the Board for providing input in the priorities presented today.
Their thoughts will help staff focus on what the Board feels important and provides a basis in which budget decisions going forward can be made.
Chairman Garber also thanked the Board for their participation. He felt the meeting was very beneficial and provided guidance moving forward.
