VDOT ROADS
Don Komara, Residency Administrator, discussed the VDOT status report of September 26, 2016.
The Board accepted the report as information.
ECONOMIC DEVELOPMENT
Amanda Glover, Director of Economic Development, discussed the Economic Development monthly report of August, 2016.
The Board accepted the monthly report as information.
FIRE AND RESCUE
Carson Holloway, Fire Chief, discussed the Fire and Rescue monthly report of August, 2016.
The Board accepted the monthly report as information.
SOCIAL SERVICES
Amber Bokelman, VIEW/Child Care Supervisor, discussed the Virginia Initiative for Employment not Welfare (VIEW) Program.
The Board accepted the report as information.
POTENTIAL USES OF THE CIRCUIT COURTHOUSE
Rebekah Castle of Economic Development discussed the survey results to date and the operating capital budget.
Mr. Pyles would like the Board of Supervisors to state their intent on how they want to move forward.
The question of how much lodging tax has been increasing over the previous years was raised.
The Board accepted the report as information.
BERRY FARM PROPERTY
Andy Wells, Director of Parks and Recreation discussed the Berry Farm land transfer.
The Board authorized placing on September 28, 2016 regular meeting agenda.
SMART SCALE PROJECTS
Becky Earhart, Senior Planner discussed the submittal of Smart Scale Applications.
The Board accepted the information.
PLANNING COMMISSION/PUBLIC HEARINGS
Becky Earhart, Senior Planner discussed the following Public Hearing:
1) A request to add the Public Use Overlay designation to approximately 14.5 acres zoned Planned Commerce owned by the County of Augusta Board of Supervisors and Richard M. and Cheryl D. Shelton located approximately 300 feet south of the Beverley Manor District.
2) A request to amend and restate the proffers on approximately 82 acres zoned Single Family Residential and Public Use Overlay owned by the Augusta County School Board located on the north side of Howardsville Road (Rt. 701) in the Riverheads District.
The Board authorized placing on September 28, 2016 regular meeting agenda.
WAIVERS/ VARIANCES –NONE
MATTERS TO BE PRESENTED BY THE BOARD
Dr. Pattie would like another organization to come to the Staff Briefing possibly the jail.
Mr. Shull commented that the Courthouse Tours were going well and would like for the Board to consider what they are going to do if the referendum fails.
Mr. Garber stated that there will be a new airline service at SHD.
Mr. Kelley commended the work being done on the Courthouse.
Mr. Pyles has reviewed the parking situation in the downtown area around the Courthouse. Mr. Pyles questioned where we were on the Financial Stress Index?
MATTERS TO BE PRESENTED BY STAFF
Staff discussed the following:
1) Reminder of the Legislative meeting on Monday, October 3 at 8:00 a.m.
2) Legislative packets will be sent this week.
CLOSED SESSION
On motion of Mr. Pyles, seconded by Mr. Shull, the Board went into closed session pursuant to:
(1) the personnel exemption under Virginia Code § 2.2-3711(A)(1) [discussion, consideration or interviews of (a) prospective candidates for employment, or (b) assignment, appointment, promotion, performance, demotion, salaries, disciplining or resignation of specific employees]:
A) Boards and Commissions-Recycling Committee (2) the real property exemption under Virginia Code § 2.2-3711(A)(3) [discussion of the acquisition for a public purpose, or disposition, of real property]:
A) Ladd Elementary School (3) the economic development exemption under Virginia Code § 2.2-
3711(A)(5)
[discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of its interest in locating or expanding its facilities in the county]:
A) Proposed Office space, flex space, storage facilities, manufacturing facilities, utility and mixed use development.
On motion of Dr. Pattie, seconded by Mr. Shull, the Board came out of Closed Session and adjourned subject to the call of the Chairman.
Vote was as follows: Yeas: Bragg, Kelley, Garber, Shull, Coleman, Pyles and Pattie Nays: None Motion carried.
The Chairman advised that each member is required to certify that to the best of their knowledge during the closed session only the following was discussed:
1. Public business matters lawfully exempted from statutory open meeting requirements, and 2. Only such public business matters identified in the motion to convene the executive session.
The Chairman asked if there is any Board member who cannot so certify.
Hearing none, the Chairman called upon the County Administrator/ Clerk Board to call the roll noting members of the Board who approve the certification shall answer AYE and those who cannot shall answer NAY.
Roll Call Vote was as follows:
AYE: Bragg, Garber, Kelley, Shull, Coleman, Pyles and Pattie NAY: None The Chairman authorized the County Administrator/Clerk of the Board to record this certification in the minutes.
