VDOT ROADS
The Board discussed the VDOT status report of April 20, 2015, staff briefing meeting.
The Board accepted the report as information.
ECONOMIC DEVELOPMENT
The Board discussed the Economic Development monthly report of April 20, 2015, staff briefing meeting.
The Board accepted the monthly report as information.
FIRE AND RESCUE
The Board discussed the Fire and Rescue monthly report of April 20, 2015, staff briefing meeting.
The Board accepted the monthly report as information.
DOMINION – TRANSMISSION LINE REBUILD PROJECT
The Board discussed E&S Inspection Report.
The Board accepted report as information.
MILL PLACE COMMERCE PARK – WATER TANK
The Board discussed resolution to create an Internal TIF Agreement.
The Board authorized placing on the May 27, 2015 regular agenda for consideration.
TAX INCREMENT FUNDING UPDATE
The Board received a staff report on status of existing Tax Increment Funding (TIF) agreements.
Mr. Pyles and Board requested staff to provide recommendations for funding of “future infrastructure projects” associated with Economic Development initiatives.
PLANNING COMMISSION/PUBLIC HEARINGS
1. COMMUNITY FELLOWSHIP CHURCH OF THE NAZARENE – REZONING
The Board discussed a request to rezone from General Agriculture to Single Family Residential with proffers approximately 18.4 acres owned by Community Fellowship Church of the Nazarene located on the south side of the intersection of Long Meadow Road (Route 608) and Kiddsville Road (Route 796) in Fishersville (Wayne District).
2. FLOODPLAIN OVERLAY ZONING DISTRICT – ORDINANCE
The Board discussed an Ordinance amending the Zoning Ordinance of Augusta County Related to the Floodplain Overlay Zoning District and adopting new floodplain maps for the Sherando/Lyndhurst Area. This ordinance amends Article XLVII, Floodplain overlay Districts by codifying administrative responsibilities with respect to the District, including the appointment of a Floodplain Administrator, citing statutory authority, adding Abrogation and Severability clauses, amending and adding selected definitions, codifying existing standards currently enforced through reference to the Virginia Uniform Statewide Building Code and the National Flood Insurance Program, clarifying the determination of the “fair market value”, and making miscellaneous administrative changes. The ordinance will also adopt new Flood Insurance Rate Maps (FIRMs) for the Sherando/Lyndhurst area which will add approximately 456 acres to, and remove approximately 440 acres from, the Floodplain Overlay Zoning District in the Back Creek area of Augusta County.
The Board authorized placing on the May 27, 2015 public hearing agenda for consideration.
WAIVERS/ VARIANCES – NONE
MATTERS TO BE PRESENTED BY THE BOARD
The Board discussed the following:
Mr. Wills: Will be attending Wednesday night meeting electronically if okay with Board.
Mr. Moore: Inquired about securing a Brownfield Grant to demolish vacant School Board buildings at the Wilson Complex.
MATTERS TO BE PRESENTED BY STAFF
Staff discussed the following:
1. Headstart Grant – $277,961; Safe & Secure (USDA) funding for Schools.
2. Regional Jail – FY16 Compensation Board budget – funding for 5 new emergency corrections officer(s).
3. Berry Farm – CREP Program – 15-year renewal – $93 an acre (vs. current rate of $73.20). To re-enroll will need a site visit with USDA which could result in some remediation. Community Development; Parks and Recreation and the Service Authority will be involved with site visit and we will bring back before the Board’s Property Committee and full Board at the appropriate time.
4. Polling Place Accessibility – Committee has been created to investigate and provide recommendations.
5. Hearthstone Lake Dam – USDA documents for construction funding ready to be signed.
6. Health Insurance – Augusta County Renewal Options to be reviewed in July/August.
7. Timmy Fitzgerald mentioned a. Lee Jackson Heights – Rezoning/Emergency Access pending.
b. MS-4 Program Manager – Introduced Morgan Baese (new employee) c. Comp Plan Update – June 22nd, joint meeting with Planning Commission will be scheduled at 4:00 p.m.
d. Dominion Pipeline – Key concerns were submitted and responses received. Asked what else was needed of staff. Board consensus to have Community Development staff “stand down” (unless future questions arise); ACSA and staff to continue to monitor current/future water resources studies and/or reports.
CLOSED SESSION
On motion of Ms. Bragg, seconded by Mr. Wills, the Board went into closed session pursuant to:
(1) the personnel exemption under Virginia Code § 2.2-3711(A)(1) [discussion, consideration or interviews of (a) prospective candidates for employment, or (b) assignment, appointment, promotion, performance, demotion, salaries, disciplining or resignation of specific employees]:
A) Boards and Commissions B) Beverley Manor Supervisors Interviews (2) the economic development exemption under Virginia Code § 2.2-3711(A)(5) [discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of its interest in locating or expanding its facilities in the county]:
A) Pending Economic Development Prospect(s) (3) the legal counsel exemption under Virginia Code § 2.2-3711(A)(7) [consultation with legal counsel and briefings by staff members or consultants pertaining to actual or probable litigation, and consultation with legal counsel regarding specific legal matters requiring the provision of legal advice by such counsel, as permitted under subsection (A) (7)]:
A) Greenville Sewer On motion of Dr. Pattie, seconded by Mr. Moore, the Board came out of Closed Session and adjourned subject to the call of the Chairman.
Vote was as follows: Yeas: Pattie, Shull, Wills, Moore, Bragg and Pyles Nays: None Motion carried.
The Chairman advised that each member is required to certify that to the best of their knowledge during the closed session only the following was discussed:
1. Public business matters lawfully exempted from statutory open meeting requirements, and 2. Only such public business matters identified in the motion to convene the executive session.
The Chairman asked if there is any Board member who cannot so certify.
Hearing none, the Chairman called upon the County Administrator/ Clerk of the Board to call the roll noting members of the Board who approve the certification shall answer AYE and those who cannot shall answer NAY.
Roll Call Vote was as follows:
AYE: Pattie, Wills, Shull, Moore, Bragg and Pyles NAY: None The Chairman authorized the County Administrator/Clerk of the Board to record this certification in the minutes.
