ROADS

The Board discussed the VDOT status report of May 23, 2011, staff briefing meeting.

The Board accepted report as information.

INDOOR PLUMBING PROGRAM

The Board discussed retaining Waynesboro Development and Housing Authority as the County’s Indoor Plumbing/Rehabilitation Loan Program Administrator.

The Board authorized placing on June 22, 2011, consent agenda for consideration.

ACSA/AUGUSTA COUNTY CAPITAL PROJECTS

The Board discussed the following:

A) Proposed financing scenarios for pending water and sewer projects.

The Board authorized placing on June 22, 2011, regular agenda for consideration.

B) Natural Chimneys – Augusta County Service Authority briefed Board on water quality issue and alternatives being pursued with Parks and Recreation Department.

The Board accepted report as information.

GREENVILLE SEWER

The Board discussed the following regarding Greenville Sewer (Riverheads District):

A) Mandatory Connection Ordinance B) Proposed Comp Plan changes The Board authorized placing on June 22, 2011, regular agenda for consideration.

BIO-SOLIDS LAND APPLICATION

The Board discussed DEQ request of an application for a Virginia Pollution Abatement (VPA) permit from Recyc Systems, Inc. to land apply bio-solids in Virginia.

The Board accepted report as information.

RIVERHEADS FIRE DEPARTMENT

The Board discussed equipment purchases for additional volunteers (ten sets of turnout gear and pagers).

WILSON FIRE DEPARTMENT

The Board discussed request for generator and miscellaneous protective gear.

Funding Source: South River Infrastructure Account #80000-8016-58 $61,321 The Board authorized placing on June 22, 2011, regular agenda for consideration.

FUND BALANCE YEAR END UPDATE

Discuss deletions/closeouts to Infrastructure/Recreation Matching Grants Accounts, construction projects and year end carryovers per Fund Balance policy.

EROSION AND SEDIMENT CONTROL – ORDINANCE AMENDMENT

The Board discussed an Ordinance amending Chapter 9 of the Code of Augusta County, Virginia relating to Erosion and Sediment Control.

The Board authorized placing on June 22, 2011, public hearing agenda for consideration.

OPERATION OF GOLF CARTS AND UTILITY VEHICLES ON PUBLIC HIGHWAYS –

ORDINANCE AMENDMENT

The Board discussed an Ordinance amending Chapter 14 of the Code of Augusta County, Virginia relating to the operation of golf carts and utility vehicles on public highways.

The Board authorized placing on June 22, 2011, public hearing agenda for consideration.

PLANNING COMMISSION ITEMS

1. FLOODPLAIN OVERLAY ZONING DISTRICT – ZONING ORDINANCE

AMENDMENT

The Board discussed an Ordinance amending the Zoning Ordinance of Augusta County Related to the Floodplain Overlay Zoning District and adopting new floodplain maps for the Sherando Area. The Planning Commission recommends approval.

2. AUGUSTA COUNTY SERVICE AUTHORITY – PUO

The Board discussed a request to add the Public Use Overlay Zoning designation with proffers to 2.6 acres owned by the Augusta County Service Authority and located on the east side of Buffalo Gap Highway (Route 42) approximately 0.5 of a mile north of the intersection of Buffalo Gap Highway (Route 42) and Morris Mill Road (Route 720) (Pastures District). The Planning Commission recommends approval with proffers.

3. RECREATIONAL VEHICLE PARKS – ZONING ORDINANCE AMENDMENT

The Board discussed an Ordinance amending the Zoning Ordinance of Augusta County by establishing a new district entitled “Recreational Vehicles Parks”. The Planning Commission recommends approval.

4. EXTENDED STAY CAMPGROUNDS AND RECREATIONAL VEHICLE PARKS

– ORDINANCE AMENDMENT

The Board discussed an Ordinance amending the Zoning Ordinance of Augusta County by adding provisions for a Special Use Permit in General Agriculture districts for Extended Stay Campgrounds and Recreational Vehicle Parks. The Planning Commission recommends approval.

5. RURAL CONSERVATION DISTRICT – ZONING ORDINANCE AMENDMENT

The Board discussed an Ordinance amending the Zoning Ordinance of Augusta County by establishing a new district entitled “Rural Conservation District”. The Planning Commission recommends approval of the district with amended language under § 25-4 Definition of “Preservation Tract”.

6. FRONT SETBACKS IN GENERAL AGRICULTURE DISTRICTS – ZONING

ORDINANCE AMENDMENT

The Board discussed an Ordinance amending the Zoning Ordinance of Augusta County Related to Front Setbacks in General Agriculture Districts. The Planning Commission recommends approval.

7. PRIVACY FENCES REQUIRED IN BUFFER YARDS IN GENERAL BUSINESS

AND GENERAL INDUSTRIAL DISTRICTS – ZONING ORDINANCE

AMENDMENT

The Board discussed an Ordinance amending the Zoning Ordinance of Augusta County Related to Privacy Fences required in Buffer Yards in General Business and General Industrial Districts. The Planning Commission recommends approval.

The Board authorized placing on June 22, 2011, public hearings agenda for consideration.
