1) Don Komara, Residency Administrator, discussed the VDOT status report of January 25, 2021.

INFRASTRUCTURE ACCOUNT STATUS
Ms. Cook discussed the additions and deletions to Infrastructure and Recreation Capital Accounts.
The Board authorized placing on the January 27, 2021 regular meeting agenda.
FINANCIAL AUDIT CONTROL CONTRACT
Ms. Cook discussed a one-year renewal of the audit contract.

REVENUE RECOVERY RATES
Ms. Cook discussed the rate analysis for calendar year 2021. No changes in the rates were recommended.

PLANNING COMMISSION/PUBLIC HEARING
Ms. Tate discussed the following:
a. A request to rezone from General Agriculture to General Industrial with proffers approximately 108 acres owned by Leslie L. and Karen A. Bell (TMP 046-82) located on the north side of Woodrow Wilson Parkway (Rt. 262) approximately 0.5 miles southeast of the intersection of Woodrow Wilson Parkway (Rt. 262) and Lee Highway (U.S. Rt. 11) in Verona in the Beverley Manor District. The Planning Commission recommends approval.
b. A request to rezone from General Agriculture to General Business with proffers (portion along Nursery Road and Mt. Torrey Road) and Single-Family Residential with proffers (portion along Lyndhurst Road, Lyndhurst Station Road, and Mt.
Torrey Road) approximately 6 acres owned by Waynesboro Nurseries, Inc. (TMP 085A(2)7,9,10) located in the triangular land created by Lyndhurst Station Road (Rt. 624), Mt. Torrey Road (Rt. 894), and Lyndhurst Road/Nursery Road (Rt. 664) in Lyndhurst in the South River District. The Planning Commission recommends denial.

On motion of Ms. Carter, seconded by Mr. Shull, the Board went into closed session pursuant to:
(1) the personnel exemption under Virginia Code § 2.2-3711(A) (1) {discussion, consideration or interviews of (a) prospective candidates for employment, or (b) assignment, appointment, promotion, performance, demotion, salaries, disciplining or resignation of specific employees]:
a) Boards and Commissions: Youth Commission, Ag & Forestal Dist., , Ag Ind.
Brd., Recycling, Valley Community Services Board (2) the real property exemption under Virginia Code § 2.2-3711 (A) (3) {discussion of the acquisition for a public purpose, or disposition, of real property]:
a) Augusta County Courthouse (3) the economic development exemption under Virginia Code § 2.2-3711 (A) (5) {discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of its interest in locating or expanding its facilities in the county}:
a) Proposed Office space, flex space, storage facilities, manufacturing facilities, utility and mixed use development.
b) Mill Place Commerce Park (4) the legal counsel exemption under Virginia Code § 2.2-3711 (A) (19) [A discussion of plans to protect public safety as it relates to terrorist activity in accordance with §2.2-3711 {A)(19) of the Code of Virginia}:

Vote was as follows: Yeas: Garber, Carter, Wells, Shull, Slaven Seaton and Morelli Nays: None Motion carried.
kk RR RR KR KR RR KR RR The Chairman advised that each member is required to certify that to the best of their knowledge during the closed session only the following was discussed:
1. Public business matters lawfully exempted from statutory open meeting requirements, and 2. Only such public business matters identified in the motion to convene the executive session.
The Chairman asked if there is any Board member who cannot so certify.
Hearing none, the Chairman called upon the County Administrator! Clerk of the Board to call the roll noting members of the Board who approve the certification shall answer AYE and those who cannot shall answer NAY.
Roll Call Vote was as follows:
Yeas: Garber, Carter, Wells, Shull, Slaven Seaton and Morelli Nays: None Motion carried.
The Chairman authorized the County Administrator/Clerk of the Board to record this certification in the minutes.
