ROADS
1. The Board discussed the VDOT status report of November 22, 2010, staff briefing meeting.
The Board accepted report as information.
2. The Board discussed the transfer of Revenue Sharing funds from Route 694 to Route 659 (Riverheads District).
The Board authorized placing on January 26, 2011, consent agenda for consideration.
3. The Board discussed the transfer of Revenue Sharing funds from Route 800 to Route 1204 (Riverheads District).

RURAL RUSTIC ROADS
The Board discussed resolution transferring of funding from Route 800 to Route 1204 (Blacksmith Shop) for rural rustic designation (Wayne District) and resolutions approving projects for Rural Rustic designations:
Route 765, Narrowback Road (North River District) Route 756, Whetstone Draft Road (North River District) Route 875, Enterprise Road (North River District) Route 1220, Russell Rock Lane (Riverheads District) Route 1204, Blacksmith Shop (Riverheads District) Route 757, Barger Lane (North River District) Patrick J. Coffield, County Administrator, noted that some projects have a portion of the roads in Community Development or Urban Service Areas (CDA/USAs). For the most part, the land in CDA/USAs are already subdivided and do not have further development potential. For the properties that may be developable, most have road access to improved primary or secondary roads. Such developments will require a Traffic Impact Analysis (TIAs) which could lead to proffers for the Rural Rustic Roads to be built to full secondary road standards in order for development to occur.

VIRGINIA REGIONAL TRANSIT – TAX EXEMPT ORDINANCE
The Board discussed authorization for County Attorney to draft ordinance to exempt certain real and personal property owned by Virginia Regional Transit for real and personal property taxation versus considering a donation as part of annual budget process.
The Board authorized placing on January 26, 2011, regular agenda for consideration.
REDISTRICTING 2010
The Board discussed Redistricting Survey.

PLANNING COMMISSION ITEMS
1. DHARTI, LLC – REZONING
The Board discussed a request to rezone with proffers approximately 3.35 acres from General Agriculture to General Business, 0.38 acres from General Agriculture to Multi-Family and 0.075 acres from Multi-Family to General Business and to add proffers to 1.17 acres currently zoned Multi-Family Residential owned by Dharti, LLC located on the east side of Lee Highway (Route 11) approximately 0.2 of a mile north of the intersection of Lee Highway (Route 11) and Weyers Cave Road (Route 256) in Weyers Cave (North River District). The Planning Commission recommends approval with proffers.
2. SOURCE WATER PROTECTION OVERLAY DISTRICT – ORDINANCE
AMENDMENT
The Board discussed an Ordinance amending the Zoning Ordinance of Augusta County by adding a Source Water Protection Overlay District and adopting Source Water Protection Overlay District maps depicting Areas 1 and 2. the Planning Commission recommends approval of the draft as written. The Commission also recommends the Board of Supervisors consider reducing the 1,000-foot fixed radius for Area 1 reducing the 500’ radius from a public water supply in which no new on-site sewage systems can be constructed. Staff presented ACSA comments and recommendations.
The Board authorized placing on the January 26, 2011, public hearing agenda for consideration.
WAIVERS/VARIANCES – NONE
MATTERS TO BE PRESENTED BY THE BOARD – NONE
MATTERS TO BE PRESENTED BY STAFF
Staff discussed the following:
1. Fishersville ballfield – Transfer of lease from Ruritan Club to Athletic Association.
Original lease 1994 . . . need 501 3(c) and County Attorney assistance.
2. VDOT – General Assembly will need to approve Governor’s proposal. Concern noted for Governor changing the current funding formula to favor urban areas.
3. Wednesday Weather – If inclement weather, regular meeting will be continued to the next business day as per County Policy. Chairman would make the decision.
4. County Attorney introduced his Extern, Sheri Hiter.
ADJOURNMENT
There being no other business to come before the Board, Mr. Beyeler moved, seconded by Ms. Sorrells, the Board adjourned subject to call of the Chairman.
Vote was as follows: Yeas: Sorrells, Beyeler, Shifflett, Pyles and Coleman Nays: None
