VIRGINIA: At an adjourned meeting of the Augusta County Board of Supervisors held on Monday, May 20, 2013, at 1:30 p.m., at the Government Center, Verona, Virginia, and in the 237th year of the Commonwealth….

VDOT ROADS

1. The Board discussed the VDOT status report of April 24, 2013, staff briefing meeting.

The Board accepted monthly report as information.

2. The Board discussed the Six-Year Plan and determined that the Public Hearing will be held June 12, 2013.

3. Street Addition (Maple Ridge Square – Wayne District).

The Board authorized placing on the May 22, 2013 consent agenda for consideration.

ECONOMIC DEVELOPMENT

1. The Board discussed the Economic Development status report of April 24, 2013, staff briefing meeting.

The Board accepted monthly report as information.

2. Expo Utility Extension 3. TIF Program Guidelines and Accounting Procedures 4. Mill Place road extension – Phase II and III 5. Mill Place site improvements to Lot 13.

The Board authorized placing items 2, 3, 4 and 5 on the May 22, 2013 regular agenda for consideration.

FIRE AND RESCUE

1. The Board discussed the Fire and Rescue status report of April 24, 2013, staff briefing meeting.

The Board accepted monthly report as information.

* * * 2. Fire-Rescue Grant – Churchville Volunteer Fire Department and Rescue Squad ($2,933.53).

3. Request for Infrastructure Assistance on ATV – Mount Solon Fire-Rescue The Board authorized placing items 2 and 3 on the May 22, 2013 regular agenda for consideration.

PARKS AND RECREATION – STUARTS DRAFT PARK

The Board discussed bids for electric service for the pavilion at Stuarts Draft Park.

Funding Source: South River Parks and Recreation Infrastructure Account #80000-8026-28 $20,900 The Board authorized placing on June 12, 2013 regular agenda for consideration.

GENERAL FUND CONTINGENCY

The Board discussed allocation of General Fund Contingency.

The Board authorized placing on June 12, 2013 regular agenda for consideration.

ORDINANCE COMMITTEE RECOMMENDATIONS

The Board discussed Ordinance Committee recommendations.

The Board administratively authorized staff to advertise for public hearing.

USGS GRANT – WATER MONITORING

The Board discussed submittal of grant request.

The Board authorized placing on May 22, 2013 regular agenda for consideration.

WAIVERS/VARIANCES – NONE

MATTERS TO BE PRESENTED BY THE BOARD

The Board discussed the following:

Mr. Beyeler: Landfill Tipping Fee – A request may be coming forward to use South River Infrastructure funds to offset a tipping fee related to a fire. The Board of Supervisors has previously considered similar requests.

Funding Source: South River Infrastructure Account #80000-8016-75 $1,954.60 The Board authorized placing on May 22, 2013 regular agenda for consideration.

Chairman Moore: Shared Services Committee (meetings).

1. May 23rd, at 8:30 a.m. – Coordination List (County/ACSA/School Staff) 2. June 3rd, at 8:30 a.m. – Purchasing/Vendor Analysis (County/ACSA/School Staff) 3. June 10th, at 8:30 a.m. – Summary of first two meetings (County/ACSA/School Staff and Chair and Vice-Chair for Board of Supervisors, Service Authority, and School Board)

MATTERS TO BE PRESENTED BY STAFF

Staff discussed the following:

1. Blue Ridge Criminal Justice – contacted by Rockbridge, Buena Vista and Lexington of a proposal for Blue Ridge Criminal Justice to assume the community corrections responsibilities. Questions exist regarding State funding commitment.

2. Dam Watch – Does not replace IFLOWS; it compliments it. Concerns have been expressed regarding future monitoring and funding costs.

3. Fishersville Ballfield improvements – Timmy Fitzgerald, Director of Community Development looking at cost to address safety concerns. Possible Infrastructure Account funding (shared).
