VDOT ROADS
Don Komara, Residency Administrator, discussed the VDOT status report of August 22, 2016.
The Board accepted the report as information.
ECONOMIC DEVELOPMENT
Amanda Glover, Director of Economic Development, discussed the Economic Development monthly report of July, 2016.
The Board accepted the monthly report as information.
FIRE AND RESCUE
Carson Holloway, Fire Chief, discussed the Fire and Rescue monthly report of July, 2016.
The Board accepted the monthly report as information.
YEAR END FINANCE REPORT
1) Melissa Meyerhoeffer, Director of Finance, did a presentation on the year- end financial report.
2) Ms. Meyerhoeffer discussed the School Board’s year end fund balance request.
The Board accepted the report as information.
CAPSAW MEMORANDUM OF AGREEMENT REVISIONS
Mr. Fitzgerald discussed the updated Memorandum of Agreement revisions.
The Board authorized placing on August 24, 2016 regular meeting agenda.
GOOSE CREEK WATERSHED
Morgan Shrewsbury, Environmental Programs Manager, gave a report on the development of Goose Creek Watershed and the request for Board support of a grant application.
The Board authorized placing on August 24, 2016 regular meeting agenda.
SOURCEWATER PROTECTION: BERRY FARM/MIDDLEBROOK
Becky Earhart, Senior Planner discussed options for new well sites, and proceeding with the Sourcewater Protection Overlay Zoning for Berry Farm and Middlebrook.
The Board authorized placing on August 24, 2016 regular meeting agenda.
BERRY FARM-PUBLIC USE OVERLAY
Ms. Earhart discussed the timetable for proceeding with the Berry Farm Recreation Public Use Overlay.
The Board accepted the report as information.
NARROWBANDING
Jennifer Whetzel, Deputy County Administrator gave a presentation on the status of the narrowbanding project.
The Board accepted the report as information.
LEGISLATIVE LIAISON CONTRACT
Timothy Fitzgerald, County Administrator discussed the procurement of the Legislative Liaison Contract.
The Board accepted the monthly report as information.
WAIVERS/ VARIANCES –NONE
MATTERS TO BE PRESENTED BY THE BOARD
1) Mr. Coleman discussed the Goose Creek Walking Trail Easement.
2) The Board discussed the status of the Courthouse Referendum.
MATTERS TO BE PRESENTED BY STAFF
Staff discussed the following:
1) Courthouse presentation 2) Boards and Commissions Dinner is September 20th at 5:30p.m.
3) Courthouse Frequently Asked Questions are being produced.
4) Airport Grant. $1.7 million from the FAA. New snow removal equipment and a new Aircraft Rescue and firefighting truck.
5) Mary Baldwin College 175th Anniversary is August 31st at 11am. A resolution and presentation will be at Wednesday’s Board of Supervisors meeting.
CLOSED SESSION
On motion of Mr. Kelley, seconded by Mr. Shull, the Board went into closed session pursuant to:
(1) the personnel exemption under Virginia Code § 2.2-3711(A)(1) [discussion, consideration or interviews of (a) prospective candidates for employment, or (b) assignment, appointment, promotion, performance, demotion, salaries, disciplining or resignation of specific employees]:
A) Boards and Commissions (2) the real property exemption under Virginia Code § 2.2-3711(A)(3) [discussion of the acquisition for a public purpose, or disposition, of real property]:
A) Mill Place Commerce Park (3) the economic development exemption under Virginia Code § 2.2-
3711(A)(5)
[discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of its interest in locating or expanding its facilities in the county]:
A) Pending Economic Development prospects.
On motion of Dr. Pattie, seconded by Mr. Shull, the Board came out of Closed Session and adjourned subject to the call of the Chairman.
Vote was as follows: Yeas: Bragg, Kelley, Garber, Shull, Coleman and Pattie Nays: None
Absent: Pyles
Motion carried.
The Chairman advised that each member is required to certify that to the best of their knowledge during the closed session only the following was discussed:
1. Public business matters lawfully exempted from statutory open meeting requirements, and 2. Only such public business matters identified in the motion to convene the executive session.
The Chairman asked if there is any Board member who cannot so certify.
Hearing none, the Chairman called upon the County Administrator/ Clerk Board to call the roll noting members of the Board who approve the certification shall answer AYE and those who cannot shall answer NAY.
Roll Call Vote was as follows:
AYE: Bragg, Garber, Kelley, Shull, Coleman and Pattie NAY: None
ABSENT: Pyles
The Chairman authorized the County Administrator/Clerk of the Board to record this certification in the minutes.
