ROADS
The Board discussed the VDOT status report of April 25, 2011, staff briefing meeting.
The Board accepted report as information.
VERONA COMMUNITY FOOD PANTRY
The Board received a presentation by staff of 2010 Annual Report.
The Board accepted report as information. Requested Food Pantry to solicit utility/operating funding from Waynesboro and Staunton.
PARKS AND RECREATION GRANT – NORTH RIVER PTA
The Board discussed (A) recommendation of Parks and Recreation Commission to award a grant in an amount not to exceed $15,000 to North River Parent Teachers Association for replacement of the wooden playground; and (B) approval of grant agreement.
Funding source: North River Recreation Account #80000-8023-32 The Board authorized placing on May 25, 2011, regular agenda for consideration.
PRESTON L. YANCEY FIRE DEPARTMENT
The Board discussed building modifications/equipment purchases necessary for additional staffing.
Funding Sources: Waynesboro Infrastructure Account #80000-8017-67 $82,725 Beverley Manor Infrastructure Account #80000-8011-45 $27,575 $110,300 The Board authorized placing on May 25, 2011, regular agenda for consideration.
FUND BALANCE
The Board received a presentation by staff on GASB54 fund balance reporting changes.
The Board authorized placing policy on May 25, 2011, regular agenda for consideration.
COPS HIRING GRANT
The Board discussed submission of grant request for three positions.
It was the consensus of the Board to apply for grant as reflected in proposal.
UVA HEALTH SERVICES FOUNDATION – TAX EXEMPT ORDINANCE
The Board discussed authorization for County Attorney to draft ordinance to exempt certain real and personal property owned by UVA Health Services Foundation for real and personal property taxation.
The Board authorized placing on May 25, 2011, regular agenda for consideration.
COMMUNITY WILDFIRE PROTECTION PLAN
The Board discussed staff recommendations regarding Planning District Commission contract for preparation of Wildfire Protection Plan Funding Source: Secured Rural Schools Account #0-11-000000-9200 $45,000 The Board authorized placing on May 25, 2011, regular agenda for consideration.
WAIVERS/VARIANCES – NONE
MATTERS TO BE PRESENTED BY THE BOARD
The Board discussed the following:
1. Dooms Volunteer Fire Department – Supervisor Coleman proposed Holiday Pay for career personnel.
The Board authorized placing on May 25, 2011, regular agenda for consideration.
2. Darl K. McDorman – Supervisor Beyeler proposed initiating process for VDOT “Memorial Bridge” signage.
The Board authorized placing on future regular agenda for consideration.
MATTERS TO BE PRESENTED BY STAFF
Staff discussed the following:
1. Augusta Health Center – Meeting, September 28th, 5:00 – 7:00 p.m. (Board of Supervisors regular meeting) 2. VDOT updates:
a. Interstate/Primary State Six-Year Plan public hearing held by Commission Transportation Board on Thursday, May 12th in Salem, Virginia. Director of Community Development distributed a map reflecting funding projects.
b. VDOT Design Public Hearing for interchange improvements at I-64, Exit 91, Thursday, June 9th, 4:00-7:00 p.m., at Preston L. Yancey Volunteer Fire Department.
3. Mill Place Commerce Park – updated Board (previously discussed on August 12, 2009) that flood control structure had been redesigned to come “under the regulated structure guidelines”. Community Development staff is pursuing cost for making necessary Stormwater detention improvements.
4. Rural Rustic Roads/Revenue Sharing – updated Board of four Rural Rustic Roads/Revenue Sharing projects that County will be administering.
5. Internet Service – announced that staff is evaluating alternatives for Government Center internet service. It appears that a competitor can provide improved internet service at a lower cost than what is currently budgeted.
6. Department of Taxation – distributed a 4-year history of State Assessment to Sales Ratio.
