Budget Work Session Meeting, Monday, March 29, 2010, at 8:00 a.m. Government Center, Verona, VA.

VIRGINIA: At a budget work session of the Augusta County Board of Supervisors held on Monday,, March 29, 2010, at 8:00 a.m., at the Government Center, Verona, Virginia, and in the 234th year of the Commonwealth….

FY2010-11 BUDGET

The County Administrator and Finance Director presented the FY2010-11 Budget. The Board reviewed projected revenues, expenditure and recommendations and capital allocations.

PowerPoint presentations were given by IT and Emergency Communications Center.

CLOSED SESSION

On motion of Mr. Shifflett, seconded by Mr. Pyles, the Board went into closed session pursuant to provisions of Section 2.2-3711 of the Code of Virginia:

(1) Discussion of prospective candidates for assignment, appointment and evaluation as permitted under subsection (A) (1); Vote was as follows: Yeas: Howdyshell, Sorrells, Garber, Beyeler, Shifflett, Pyles and Coleman Nays: None Motion carried.

On motion of Mr. Shifflett, seconded by Ms. Sorrells, the Board came out of Closed Session and adjourned subject to the call of the Chairman.

Vote was as follows: Yeas: Howdyshell, Sorrells, Garber, Beyeler, Shifflett, Pyles and Coleman Nays: None Motion carried.

The Chairman advised that each member is required to certify that to the best of their knowledge during the closed session only the following was discussed:

1. Public business matters lawfully exempted from statutory open meeting requirements, and 2. Only such public business matters identified in the motion to convene the closed session.

The Chairman asked if there is any Board member who cannot so certify.

Hearing none, the Chairman called upon the County Administrator/ Clerk of the Board to call the roll noting members of the Board who approve the certification shall answer AYE and those who cannot shall answer NAY.

Roll Call Vote was as follows:

AYE: Sorrells, Coleman, Beyeler, Shifflett, Howdyshell, Pyles and Garber NAY: None The Chairman authorized the County Administrator/Clerk of the Board to record this certification in the minutes.

ADJOURNMENT

There being no other business to come before the Board, Mr. Garber moved, seconded by Ms. Sorrells, the Board adjourned subject to call of the Chairman.

Vote was as follows: Yeas: Howdyshell, Sorrells, Garber, Beyeler, Shifflett, Pyles and Coleman Nays: None Motion carried.

It was the consensus of the Board to reconvene to Tuesday, March 30, 2010, at 10:00 a.m. to discuss budget revisions, tax rates and budget advertisement for April 21, 2010 Budget Public Hearing.

ADVERTISED BUDGET

On motion of Mr. Garber, seconded by Ms. Sorrells, the Board authorized that the County Administrator’s proposed budget be advertised with the revisions requested by the Board.

The Board also authorized the advertisement of the “lowered rate necessary to offset increased assessment” at 48¢. The Board of Supervisors Budget Public Hearing is scheduled for Wednesday, April 29th and approval tentatively scheduled for Wednesday, May 6th Special Meeting.

Vote was as follows: Yeas: Howdyshell, Sorrells, Garber, Beyeler, Shifflett, Pyles and Coleman Nays: None Motion carried.

The Board, in setting a rate to be advertised, acknowledged that the rate represented a decrease from the “lowered rate necessary to affect incurred assessment” by .15¢ ($94,751) and that the land book, as certified by the Board of Assessors, does not reflect any possible reductions approved by the Board of Equalization or from future landowners applying for land use not currently enrolled in program.

General discussion by Board on draft layoff policy and how FY2009-10 personnel actions will be implemented. Board consensus for staff to implement policy and work with affected employees to minimize impact.
