EMPLOYEE OF THE YEAR RECOGNITION

Faith Souder, Personnel Director, made the following comment:

Good afternoon. I am here today to recognize our Employee of the Year for 2012. First I will tell you a little bit about the program.

The Employee of the Year is a personnel recognition program established by the Board of Supervisors and County Administrator to recognize one or more employees each year for their commitment and contribution to the organization. All full-time employees except department heads are eligible. Nominations are required from department heads in the form of a letter or memorandum. The employee of the year is then selected by a panel consisting of the Personnel Director and a rotating department head.

At this time I would like to recognize our Employee of the Year for 2012 – Cathy Humphreys. Cathy is the Administrative Secretary in our Fire Rescue Department. She had been with the department since August 2010. Cathy was nominated by Chief Carson Holloway. In the Chief’s memo he states that during Cathy’s tenure with the department she has become the primary source of information for all fire rescue matters.

One of Cathy’s significant duties is processing the monthly reports from every county fire-rescue station. Processing monthly reports normally takes an average of seven to eight days each month. Cathy’s attention to detail is second to none. She routinely discovers information that is used for future planning and budget purposes. The result of these reports is the development of high quality data that is used to forecast trends and highlight issues relating to fire-rescue delivery. In addition to her education and training, Cathy has completed several fire rescue training courses to help her learn the language of the fire rescue service. Thank you, Cathy, for your hard work and commitment to the County.

We have one honorable mention and that employee’s name is Sarah Skrobis. Sarah came to work at the Augusta County Library in Fishersville in June 2011 as a Librarian.

She began ACL Things, which is an update to a technology training program begun in the Charlotte-Mecklenburg County Public Library, which has enabled the Library to become more technology savvy.

Thanks to each one of you for your dedication and commitment to the County.

VDOT ROADS

A) VDOT REPORT – The Board discussed the VDOT status report of February 25, 2013, staff briefing meeting.

The Board accepted monthly report as information.

B) DODGE STREET – TRAFFIC CONTROL – The Board discussed request of Dodge Street residents in South River District to erect “Watch for Children” signage. Estimated cost $150 per sign.

Funding Source: South River Infrastructure Account #80000-8016-72 $300 The Board authorized placing on March 27, 2013, regular agenda for consideration.

C) ROUTE 636 FINANCING – The Board discussed resolution for financing Route 636 through Virginia Resources Authority.

The Board authorized placing on March 27, 2013, regular agenda for consideration.

ECONOMIC DEVELOPMENT

The Board discussed the Economic Development status report of February 25, 2013, staff briefing meeting.

The Board accepted monthly report as information.

FIRE AND RESCUE

The Board discussed the Fire and Rescue status report of February 25, 2013, staff briefing meeting.

The Board accepted monthly report as information.

ORDINANCE COMMITTEE RECOMMENDATIONS

The Board discussed advertisement for Public Hearing:

1. Addressing 2. Animal Units It was the consensus of the Board to put aside the advertising of the ordinance changes until street connectivity requirements and minimum lot requirements in single family residential districts are reviewed.

DRAFT STORMWATER ORDINANCE

The Board discussed draft Stormwater Ordinance for submittal to DCR.

The Board authorized placing on March 27, 2013 consent agenda for consideration.

PLANNING COMMISSION

HALE OR LINDA HALLATT – REZONING

The Board discussed a request to rezone from General Business to Single Family Residential with proffers approximately 1.9 acres owned by Kim H. and Judy C. Stone; Wallace or Lori Back; and Walter Hale or Linda Hallatt Wade and located on the south side of Fishersville Road (Route 641), just east of the

KIM H. AND JUDY C. STONE; WALLACE OR LORI BACK; AND WALTER HALE OR

Fishersville United Methodist Church (Wayne District). The Planning Commission recommends approval with proffer.

The Board authorized placing on March 27, 2013 public hearing agenda for consideration.

WAIVERS/VARIANCES – NONE

MATTERS TO BE PRESENTED BY THE BOARD

The Board discussed the following:

Mr. Wills: New Hope Fire and Rescue part-time funding may be requested Wednesday night (Middle River Infrastructure Account).

Mr. Shull: Inquired if Legislative information could be accessed on County’s website.

Chairman Moore: Parks and Recreation letter regarding a Recreation Programs Coordinator position was distributed to the Board.
